Position Title	Qualification Requirements	Professional Experience Required
Foundational Learning Specialist / Consultant	• Master’s Degree or equivalent (sixteen 16 years of Education) in International Development, Public Policy, Social Sciences, and other related disciplines from a foreign or local University recognized by HEC. • Additional qualification, Diplomas, and trainings in International Development / Public Policy / ECCE and Foundational Learning / Early grades Education (Literacy, Numeracy & Socio-Emotional) preferable.	• Minimum 5 years relevant post-qualification experience (8+ preferred) implementing Educational Programs, ideally in School Monitoring or Teacher Training/Mentoring. • Sound knowledge of the ECCE & FL Policy 2024, early grade Literacy, numeracy, socio-emotional teaching approaches, and formative assessment. • Strong data analysis, reporting, communication, and planning abilities.
Social Safeguard Specialist / Consultant	• Master’s degree or equivalent (sixteen 16 years of education) in International Development, Public Policy, Social Sciences, and other related disciplines from a foreign or local university recognized by HEC. • Additional Diplomas and trainings in International Development / Public Policy / Social Sciences preferable.	• Minimum 5 years of relevant post-qualification experience (8+ preferred) in community Engagement, Planning, Implementation, and Management of local-actor empowerment and grievance redress. • Strong knowledge of social safeguard risks and procedures for government and donor-funded projects. • Excellent organizational, stakeholder management, and interpersonal skills.

Note: The project is titled “Action to Strength Performance for Inclusive Education (ASPIRE)”, funded by the World Bank under Project ID: P173399–AF. Consulting services will be procured on a Contract basis.

Eligibility & Engagement Guidelines

The eligibility criteria and ToRs for each position are in accordance with World Bank guidelines.
Individual consultants will be hired on a contract basis, extended subject to satisfactory performance.
Applicants applying for both positions are required to apply separately for each position.
Candidates already in Government Services must apply through proper channel.
Only shortlisted candidates will be contacted/called for interview. No TA/DA will be admissible.
